Who looks after communal boilers and plant rooms in London flats?

What a condition survey records

A condition survey goes through the plant room item by item: each boiler and burner, the pumps, the valves and the pressurisation unit, with the age and the state of each one written down. That list is what a freeholder or managing agent plans repairs and replacement from, and it shows which plant is closest to the end of its working life.

Heat networks and Ofgem

Since 27 January 2026 Ofgem has regulated heat networks, and that includes communal heating where one plant room serves a building split into flats or other separate premises. Networks already running on that date were given deemed authorisation, and each one's operator and supplier have until 26 January 2027 to register it. Those are the organisations that control the heat and hold the arrangements with residents, and registering is their duty rather than the maintenance contractor's. Water pressure to the top floor bathroom of a house was too poor to use properly. Our engineers fitted in line pumps to the supply, then brought in an electrician, a carpenter and a painter so the customer did not have to find and book three more trades themselves. The work was finished without delay between visits.

Who is responsible for a communal boiler in a block of flats?

The freeholder or residents’ management company is legally responsible. Their managing agent hires a specialist contractor such as Neos Engineering for servicing, safety checks and breakdowns. Leaseholders pay through the service charge.

How often should a plant room be serviced?

At least annually, with burner, safety valve and pump checks in between depending on the equipment and its age. We build the schedule around the actual kit in your plant room.

Can you take over a plant room another contractor maintained?

Yes. We start with a site survey, go through the equipment and its condition with you, flag anything unsafe, and quote a maintenance schedule.

Do you cover emergencies on communal heating systems?

Yes. The 24 hour, 365 day call out covers plant rooms and communal heating. A block without heating is treated as an emergency.
